Izvorni tekst - engleski The purpose of the Food Safety Strategy is the phased introduction of an integrated food safety system with the objective of protecting public health and other consumer interests. The Strategy is designed to ensure that food produced in, imported into and exported from Serbia is safe and fit for human consumption and that the impact of food-borne disease is significantly reduced.
Food safety currently lies within the competence of both the Ministry of Agriculture, Forestry and Water Management and the Ministry of Health. Because the legislation has, up to now, failed to define precisely the boundaries of the competences of the two ministries, the existing system of official controls is characterised by overlapping competences and a duplication of controls carried out by the different inspection services. Serbia also lacks an integrated network of national food safety laboratories.
The Republic of Serbia will, by adopting a new legal framework, regulate all aspects of the production, trade, control and consumption of food. The main legislative acts to be adopted are the Food Safety Law and a Law on Official Controls which shall, inter alia:
• lay down the general principles, duties and responsibilities of all the stakeholders in ensuring the safety of the food and feed chain;
• provide the legal framework for the establishment of a National Food Safety Body and a Laboratory Body;
• allow the establishment of a Rapid Alert System.
The Food Safety Strategy is based on well-defined principles, including an integrated approach by the competent authorities to:
(a) the monitoring of food “from stable to table”; and
(b) their capacity to take urgent action when consumers are put at risk by serious food safety incidents.
Prevod - srpski Сврха Стратегије о безбедности хране је постепено увођење интегрисаног система безбедности хране у циљу заштите здравља и других интереса потрошача. Стратегија треба да обезбеди да храна која се производи, увози или извози из Србије буде безбедна и погодна за исхрану људи, као и да се драстично смањи број појава болести преносивих храном.
Безбедности хране је тренутно у надлежности и Министарства пољопривреде, шумарства и водопривреде и Министарства здравља. С обзиром да важећим законским прописима још увек нису јасно дефинисане надлежности ова два министарства у области безбедности хране, постојећи систем службених контрола карактерише преклапање надлежности и дуплирање контрола које спроводе различите инспекцијске службе. Поред тога, у Србији не постоји интегрисана мрежа националних лабораторија за контролу безбедности хране.
Усвајањем новог правног оквира, Република Србија ће регулисати све аспекте производње, промета, контроле и потрошње хране. Основни правни акти које би требало усвојити су Закон о безбедности хране и Закон о службеним контролама, којима би се, између осталог:
• дефинисали општи принципи, обавезе и одговорности свих учесника ради осигурања безбедности ланца хране и хране за животиње;
• успоставио правни основ за оснивање Националног тела за безбедност хране и Тела надлежног за лабораторије;
• омогућило успостављање Система раног обавештавања и узбуњивања.
Стратегија о безбедности хране заснива се на јасно дефинисаним принципима, укључујући принцип интегрисаног приступа надлежних органа који за основу има:
a) мониторинг хране „од њиве до трпезе“; и
b) предузимање хитних мера када се појави ризик по потрошаче од озбиљних инцидената везаних за безбедност хране.

U slučaju postavljanja sumnje na Influencu živine, bilo da se radi o živini ili pticama zatečenim u objektim u ekstenzivnoj ili intenzivnoj proizvodnji, klanici, transportnom sredstvu, graničnom prelazu i zoološkom vrtu, preduzeće se sve mere da bi se avijarna influenca potvrdila ili isključila. Do dobijanja konačnih rezultata preduzeće se sve neophodne mere izolacije životinja u objektima u kojima su zatečene ili preseliti u objekte u kojima će biti sprečen kontak sa drugim prijemčivim životinjama. Zabraniće se promet svih životinja, vozila, proizvoda i otpadaka životinjskog porekla, leševa životinja, hrane za životinje i izvršiti poptuna izolacija objekta, objekata ili gazdinstva.
Narediće se popis sve živine, ptica i sisra u objektima, gazdinstvu ili zoološkom vrtu u kojima postoji sumnja da je došlo do izbijanja avijarne influence i preduzeti sve neophodne mere lične zaštite osoblja angažovanog na sprovođenju naređenih mera. Sva živina sumnjiva da je obolela od Influence živine kao i druge prijemčive životinje za koje se smatra da su mogle biti u kontaktu sa obolelim životinjama a laboratorijskim testovima još nije dokazano postojanje bolesti držaće se u izolaciji sve dok se sumnja ne isključi.
Republička veterinarska inspekcija može ograničiti kretanje ljudi i svesti broj ljudi u objektima i na gazdinstvu na minimalnu neophodnu meru. Na ulazu i izlazu iz objekata za držanje životinja, gazdinstva ili drugih objekata postaviće se dezinfekcione barijere a unutar obejkata uvesti stroge veterinarsko sanitarne mere: nošenje zaštitne odeće i opreme, dezinfekciju vozila i opreme.

If a case of avian influenza is suspected in poultry or birds - regardless of their location: in facilities of extensive or intensive production systems, slaughterhouses, vehicles, border crossings or zoos - measures shall be taken to either confirm or exclude the presence of avian influenza. Until final results are obtained, all necessary measures shall be taken to isolate animals in facilities in which they were detected or to move them to facilities where their contact with other susceptible animals shall be prevented. Circulation of animals, vehicles, products and waste of animal origin, animal carcasses and feed shall be prohibited and the facility, facilities or holdings shall be completely isolated.
A count of all poultry, birds and mammals shall be ordered in facilities, holdings and zoos in which an outbreak of avian influenza is suspected and measures shall be taken to ensure the safety of staff engaged in the implementation of the prescribed measures. All suspected animals as well as those believed to have come into contact with the infected ones, in which laboratory tests failed to identify the presence of the disease, shall be kept isolated until the suspicion is eliminated.
The Regional Veterinary Inspectorate may impose restrictions on the movement of people and limit the number of persons in facilities and holdings to a minimum. Mobile disinfection units shall be established on entrances and exits of poultry or bird housings, holdings and other facilities and strict veterinary-sanitary measures shall be imposed inside the facilities pertaining to: protective clothing and equipment, disinfection of vehicles and equipment.
