I don't know if this "set of streams" is specified in more technical details elsewhere in the contract, but it's basically a collection of dummy/test streams used to check that the streaming connection is working properly; IOW the provider has to put the infrastructure in place and provide ways of testing the connection before it's used on live/real streams;

using "set" would suggest that there is group/collection defined in some way [as opposed to a random collection] - a number of test streams (one per channel?) either defined elsewhere in the contract or just defined by usual technical standards for streaming.
