As I indicated in the discussion, translating a larger segment rather than an isolated term will help determine what type of solution works best:
"There could be extended delays/wait times for emergency services (police, fire department) and service crews due to long travel distances/ Due to long travel distances, there.."
"Obtaining emergency services (...) could be time-consuming (at times) due to long travel distances"
These examples work pretty well unless I apply one tiny alteration:
"There could be extended delays/wait times for "calling out" emergency services (police, fire department) and service crews due to long travel distances."
