If you're referring to the operating system, which is basically what allows for basic interaction with the computer and the files stored in it, as well as manages system maintenance tasks, communications, security, user access, etc... namely Windows XP, or Mac OS X, Linux, etc...
Sometimes I have seen it referred to as "programas operativos" (though not with a certain lack of accuracy, in my opinion), perhaps with more context a proper decision can be made.

: If it's literally being used as a synonym for "sistema operativo" (which seems by far to be the usual Spanish term), then "operating system" would be usual. Could occasionally be "programs running" as in "I have the programs running".

if you're talking about individual programs within the operating system. Systems programmers write many different systems programs that make up the system - each programmer usually working just on their own suite of programs within the system.
If you're talking about a whole package, then I'd opt for "operating system"
