cardiology outpatients vs. cardiology clinic "cardiology outpatients" - would signify to me personally, people who visit an outpatient clinic/department. I am aware that in colloquial English "outpatients" can also refer to the "outpatient clinic/department" itself.

By a "cardiology clinic" (in the UK) I would not necessarily understand this to be equal to a hospital where in-patients are treated. In-patients are treated in a hospital, e.g. in the Dept.of Cardiology.
Equally, in a referral one can often read, "Please attend the weekly clinic of Dr. xyz in the outpatient deparment at hospital xyz", indicating that Dr. xyz holds an [outpatient] clinic there. In the UK this can apply to both the NHS and the private sector.

There follow two definitions of "clinic":
# a medical establishment run by a group of medical specialists
# meeting for diagnosis of problems and instruction or remedial work in a particular activity
# a healthcare facility for outpatient care

Why? This is what they call it in the UK. Cardiology/Genitourinary/Gynaecology/Urology/outpatients....or outpatient clinic/ both are used.
