You could translate "Αριθμ. Στοιχείου" as "Item No."
"Έναρξη" is initiation, start, beginning.
But I'm not quite sure if "Item No. Start/Initiation Serial Number" makes sense...

In light of the very enlightening clarification of the Professor below, I would suggest "Item Numbering Initialization Serial Number" or even "Item Initialization Serial Number".
You could translate "Αριθμ. Στοιχείου" as "Item No."
"Έναρξη" is initiation, start, beginning.

: "First number in the series", perhaps? // It is "έναρξης αρίθμησης" and this is the first number in the numbering of this book (of receipts or invoices). Like "Start Numbering at" in desktop publishing.

It doesn't really make sense 'cos it virtually is a number of another number: The initiation serial number of the item number.. What is this?
