In the United States, a course like would be called "fundamentals of" or "introduction to..." In principle, mechanical engineering covers both Maschinenkunde and Werkzeugkunde, or Maschinen- und Werkzeugkunde since, by definition, mechanical engineering covers the production of tools and machinery and their industrial applications. However, you can list "mechanical engineering and instrumentology" to be closer to the original.
