: This is good English, but I would not use it here, as "phasing out" has an element of gradualness, which is not necessarily implied in the German in this case.

: Yes -- "the Greens advocate nuclear phase-out [phasing-out of nuclear energy]". @ Andrew: IMHO, in the wider political context, the Greens are perfectly aware of the fact that this can only be achieved gradually.

I agree with Ingo, especially because this is in the context of the Greens. "Nuclear phase-out" or "phasing out nuclear energy" is a widely accepted translation of this phrase. See the links to the German government and the World Nuclear Association...
