neutral Dr Andrew Read : This is good English, but I would not use it here, as "phasing out" has an element of gradualness, which is not necessarily implied in the German in this case.

you are right with that, but even the Green Party should know that a sudden and final withdrawal is not possible. anyway, it's not our job to interprete.

I agree with Ingo, especially because this is in the context of the Greens. "Nuclear phase-out" or "phasing out nuclear energy" is a widely accepted translation of this phrase. See the links to the German government and the World Nuclear Association...
