"Any subcontractor other than a nominated subcontractor is referred to as a domestic subcontractor". From reference below
"Domestic" here means that this arrangement is not formal, as it is a contractor that had not been nominated (in the bid, for example)

: I've never heard this before (you live and learn), but it does make sense, given that the phrasing makes a it clear that "domestic" and "nominated" are related classes of contractor.
