ניתן לעשות סידור מיוחד במקרה של קק"ל אם הקרקעות יישמרו בצורה מועילה, או לחילופין אם קרקעותיה ישארו לא מפותחות ללא הצדקה, אזי לדעתי קק"ל צריכה לשלם את אותו המס
I understand it to mean that if the KKL will develop these lands (הקרקעות שמורות בצורה מועילה) then the KKL could perhaps enjoy lower taxes ("special case"), but it the KKL doesn't develop the lands ("unwarrantably") then the KKL should pay the same tax.
