This is an answer from a survey about breakfast fruit juices. (a drink that would replace having breakfast all together) It appears between answers that are all positive about the product. Unfortunately, I don't have any other context...

I have never heard of this expression and didn't have any luck Googling either. Does anyone know this phrase or its meaning?

Ik denk dat het geen standaard uitdrukking is. Zoals ik het lees, bedoelt de beantwoorder ongeveer het volgende:

if you carefully plan your morning, you will feel less stressed,

en het vruchtensapje sluit hier dan goed bij aan. Het is immers een alles-in-één-drankje, waardoor je tijd bespaart en efficiënter je ochtend in kunt delen. En nee, ik ben geen verkoper van dergelijke drankjes...

more haste, more speed if you manage it well

Ik vermoed dat dit gebaseerd is op 'Haast en spoed is zelden goed' (vertaald door: more haste, less speed): de klant zegt dat haasten soms toch wel een goed resultaat geeft als je het goed aan boord legt. Dus toch een positieve commentaar op het fruitsap.
Ik weet uit ervaring dat mensen soms erg vreemde commentaar schrijven.

The drink replaces breakfast altogether, which speeds up the morning. My version isn't fluent (nor is the original), but it shows the pun on the proverb.

the earlier the better with a good policy

would be my take on this and, in the context of of the complete breakfast in a drink, perhaps even 'the earler you change to this, the better...
