| I think it is a Pro level question. "Prevent" means to stop doing something while "препятствовать" has a slightly different meaning in Russian. When someone препятствует чему-то he does not necessarily stop it. |
| And as this is standard court jargon in Russian, I wondered whether there may be some formulaic expression in English as well. But I agree that "prevent" seems to be the only option here. |

: I would add the child's communication. The best option in my opinion. Prevent is exactly the word needed here, in legalese. Nothing else.

In US legal EN, the word would be interfere. It covers a wide range of conduct by the custodial parent, as described here:

As far as I can tell, the "hamper or thwart" standard, based on a court decision in the State of Indiana, is applied only in Indiana. I did not do an internet search on the other three answers but am sure interfere is legally acceptable.
