Perhaps your phrase here could be translated as "they could be accused of simply creating the illusion of change".

The term does not derive from the Spanish proverb - it comes from Il Gattopardo, the ITalian novel. by Giuseppe di Lampedusa.

gattpardismo = creation of reforms that are only apparent rather than substantial.

The original Spanish proverb is "de noche, todos los gatos son pardos" - at night, all cats look dark (the same). The use of "gatopardismo" has moved away from this to the concept of "apparent changes made, but no real change". In the application of this concept, there is an element of cynicism by its users. Hence, my suggested reply of "cynical spindoctoring".

a situation where change is more apparent than real

long-winded but this is what it means. Based on Lamedusa's novel The Leopard, it is used frequently to refer to the handover of power in Cuba from one Castro to the other.

Although used occasionally, I don't think "gatopardism" would be understood by many English readers.

El "gatopardismo" o lo "lampedusiano" es en ciencias políticas el "cambiar algo para que nada cambie", paradoja expuesta en la novela "El gatopardo", del escritor italiano Giuseppe Tomasi di Lampedusa (1896-1957).
Desde entonces, en ciencias políticas se suele llamar "gatopardista" o "lampedusiano" al político, reformista o revolucionario que cede o reforma una parte de las estructuras para conservar el todo sin que nada cambie realmente.

Liz, I'm not too sure Spanish-speaking/Spanish audience understands the term at first glance in Spanish either.
agree Hermeneutica : Perfect explanation. But I think the term would only be automatically understood in IT - Machiavellianism has had more time to "mature", but it is a similar linguistic and cultural issue. Not sure it is automatically understood in ES either ...

"Gatopardismo" y ciencias políticas [editar]
El "gatopardismo" o lo "lampedusiano" es en ciencias políticas el "cambiar algo para que nada cambie", paradoja expuesta en la novela "El gatopardo", del escritor italiano Giuseppe Tomasi di Lampedusa (1896-1957). La cita original expresa la siguiente contradicción aparente:
"Si queremos que todo siga como está, es necesario que todo cambie".
"¿Y ahora qué sucederá? ¡Bah! Tratativas pespunteadas de tiroteos inocuos, y, después, todo será igual pese a que todo habrá cambiado".
"…una de esas batallas que se libran para que todo siga como está".
Desde entonces, en ciencias políticas se suele llamar "gatopardista" o "lampedusiano" al político, reformista o revolucionario que cede o reforma una parte de las estructuras para conservar el todo sin que nada cambie realmente.

I have always seen a difference between "gatopardismo" based on the proverb in Spanish with one "t" as pretending to observe/make differences, and "gattopardismo" in Italian based on Lampedusa's Sicilian novel, with two "tt" as political manoeuvering implying a public pretence of change, when in reality no significant change is made at all.
