a situation where change is more apparent than real
long-winded but this is what it means. Based on Lamedusa's novel The Leopard, it is used frequently to refer to the handover of power in Cuba from one Castro to the other.
Although used occasionally, I don't think "gatopardism" would be understood by many English readers.

thanks, Liz! I am leaning towards a possible phrasing of the expression as it is used here as "creating the illusion of change" as per my discussion point.

CFK: Change? What Change?
In Argentine politics there is a longstanding tradition of what is locally known as gatopardismo:36 to
make apparently significant changes that are actually superficial, in order to preserve political and
economic structures intact. To what extent does CFK represent a break with Kirchner’s policies described
above? Indications from her administration so far suggest that changes, if any, will be mostly cosmetic:

I have always seen a difference between "gatopardismo" based on the proverb in Spanish with one "t" as pretending to observe/make differences, and "gattopardismo" in Italian based on Lampedusa's Sicilian novel, with two "tt" as political manoeuvering implying a public pretence of change, when in reality no significant change is made at all.
