I believe the emphasis is on a good, sound program or plan/planning or strategy. Operating/going forward/ without the plan will lead to failure or is a risk nobody should take.
To me your phrase says "this is how you operate with a plan/strategy" as opposed to risking having none
Most of my suggestions therefore do away with the "Agieren" part.

: I think 'strategy' is a good solution for 'Programm'. What about ‘Align Action with Strategy’ or simply 'Strategic Action' for ‘Agieren mit Programm’?
