Confusing! Emma, yes I understand that you don´t understand :-) Your text is terribly badly drafted and is very ambiguous. The real problem in my view is the term "diligencia", which can be, theoretically, both a verb and a noun. If it is a verb, the phrase should then read this way:
Aclarar la solicitud, por cuanto, en el formulario usted diligencia la versión de la documentación como (...)

This reading changes the meaning in full, and this is what it makes the most sense to me. But I might be wrong, so I believe it´s a good idea to ask your client about your doubt.
