I am not near my dictionaries right now so cannot check this, but I imagine that the "frais d’études" are the fees incurred in drawing up the relevant documentation.

Yes, I guess so. "Perception" is the receipt by the bank of the fee (literally "will give rise to receipt by the bank of ...", but I would expect to see this drafted in more active terms, such as the bank charging or passing on its costs to the borrower. How about "If the offer is rescinded or the terms of the loan are not complied with, the bank shall charge a fee of [ ]..."
