Vlade država članica EU u okviru Evropskog saveta saglasne su da se EU proširi
na zemlje južno-istočne Evrope – Hrvatsku, Bivšu Jugoslovensku Republiku
Makedoniju, Albaniju, Bosnu i Hercegovinu, Crnu Goru, Srbiju, Kosovo1
i Tursku. Evropski savet je odlučio da počne pregovore sa Islandom juna 2010.
godine. Do članstva se dolazi tek kada neophodni uslovi budu ispunjeni. Postepeno
i pažljivo upravljanje procesom proširenja stvara situaciju u kojoj svaka data zemlja stiče koristi.
