Imho, в данном контексте 'дирекция тяги' = подразделение ж/д, отвечающее за 'тяговый подвижной состав'.

: Sorry, Roman! Somehow I managed not to notice your entry when posting mine. I guess they've written it both ways, "traction directorate" and "directorate of traction." I like the two-word version better, but they're essentially the same.
