Here is a MUST READ for you on Portuguese taxation. It explains the WHOLE SYTEM....The afectaçao is opposed to PRO RATA...I think this means the actual amount of income on which the VAT is due.
I suggest you again, this document. It explains the whole vat thing. There are various rates of VAT.
