This seems to me as an unfortunate attempt to use more difficult words than it would be necessary for clear communication. I would obstreperously avow the writer against any alleged behoof for such endeavor.
Since it is some student's school transcript, it should be safe to assume that the document refers to a "fait accompli", so that "promotion" (as my esteemed colleagues prefer to name it) no longer "depends" on anything, but has already been accomplished by simply being present, and no more.
IMHO this remark serves to state that no testing whatsoever was performed on the student's knowledge or skill in that subject, a kind of disclaimer.
