Comment: "This seemed to be the closest for my purposes. After pouring over the few sparse references on Google to "autos de medição" I came to the conclusion that they had nothing to do with performance measurement/management but, as Carlos pointed out, were technical/legal documents dealing with costing,(i.e. official "estimates" in layman terms) which were usually "approved" for payment purposes by various organisations (usually local authorities). In the end, I actually used "cost forecasts" for my translation, although as Jane points out, there may be several possible translations, depending on context. By rights, I ought to credit Jane + Carlos too, but I don't think the system lets me share out points - many thanks, anyway, for your help."

if you google, measurement document and public works....you can just use, works measurement document OR
performance measurement document, IMO, also works!

It might even be some other adjective, you haven\'t said what kind of contract it is....what kind of engineering
anyway, measurement document is right...the rest depends on your context...

: But just "work measurement document". It's really a legal document with the prevision of costs for a construction work, based on a technical apreciation made by a specialized company.

Work Progress Bill
Being it a public or a private contract, an "auto de medição" is a document elaborated by the contractor which reports the monthly advance on the contract. It depends on the verification and approval from the Supervision or directly from the contract owner.
It's directly attached to the main contract document, and it reflects exactly the articles and quantity bills attached to the approved tender version.
After the approval, the "auto de medição" is then forwarded with a payment request to the contract owner, may it be the main contractor or a sub-contractor.
There can be "autos de medição" elaborated for several types or works or even services...
An example of services can be scaffold lease... where the "auto the medição" depicts the quantity's for mounting, dismounting, usage, transport, and all kind of services or products used or executed in several periods over a month.
Nevertheless, an "auto de medição" is always referencing the conditions and specific articles of the contract or it's approved amends or alterations.
I don't think it can be translated as work progress report, though it can also be submitted as a percentage bill... let's say for excavation works.
When this happens, it usually refers to works that are hardly evaluated as precise units such as sqm. or Kg and so on.
It's the case where work supervision and contractors, or subcontractors, agree to approve work progress bills by percentage executed on relation to the total estimate.
