This is discussing problems involved in automating lathe processing for several different types of workpiece.

I'm not entirely sure about 復帰 here. Does the phrase in question just refer to the fact that when problems are encountered the equipment needs to be reset?

Let me answer your questions.
1. Does 復帰 then mean to return the equipment to full working order?

Yes. That is my understanding. "Any activities to get it back to a normal, working confition' is my understanding.

2. *reactive* after they have occurred.

I would definitely say *reactive*.

Any more suggestions, anyone, please?

OK. How about this?

Other than these preparation/routine procedures, situations should occur where human (or extra) care is needed, such as cleaning/dusting in fine parts and spaces, and at an unexpected error or failure, some recovery actions should be needed.

Thanks. This all sounds like general maintenance. Does 復帰 then mean to return the equipment to full working order? Rather than, as I thought, to reset things (eg chuck jaw position)
And, is this *preventive* action, to guard against errors, or *reactive* after they have occurred. I find it a little ambiguous.

Although it's a bit wordy, I'm leaning towards 'maintenance work to restore the equipment to normal working order' for 復帰作業.
