The ambiguity in "fast cargo ships" is that it implies that the ships themselves are fast, rather than the cargo handling. A "paquebot" is generally a passenger ship, and passengers are not generally referred to as "cargo".

In the sense that "rapid handling" implies rapid turnaround, I think this is the intention here.
