Il faut à cet égard rappeler qu'en métropole le tabac, en application notamment de l'article 568 du code général des impôts, ne peut être vendu que par les débitants de tabac ou les titulaires du statut d'acheteur-revendeur ou par l'intermédiaire de revendeurs qui sont tenus de s'approvisionner en tabacs manufacturés exclusivement auprès des débitants.

I am trying to make the right distinctions between all the above-mentioned players in this paragraph. If the 'debitants de tabac' are tobacconists, and the 'revendeurs' (I imagine) are retailers, what would the correct term be in this context for 'acheteur-revendeur' - wholesaler?

In metropolitan France the monopoly on the retail sale of tobacco products is held by the department of customs and indirect taxes department, which operates through licensed retailers who act as its agents, through buyer-resellers or through resellers (article 5 of Act No. 76-448 of 24 May 1976; article 568 of the General Tax Code).

En effet, en métropole, le monopole de vente au détail du tabac est confié à l'administration des douanes et droits indirects, qui l'exerce par l'intermédiaire des débitants désignés comme ses préposés et tenus à redevance, des titulaires du statut d'acheteur-revendeur ou des revendeurs (article 5 de la loi 76-448 du 24 mai 1976 ; article 568 du Code Général Impôts).

neutral writeaway : don't agree with reseller. a revendeur is a retailer. see any dictionary/ a reseller of cigarettes? context matters. I don't see any URL to the ref posted and even that mentions retailers
