I think that valeur may mean valeur ajoutée (value added) here - and perhaps refers to specialised (components) production on separate sites (or buying in components from dedicated suppliers/plants) rather than everything being done from start to finish under one roof. Reading behind the text, it may be saying that large corporations are increasingly specialising at the top end of the value added process - assembling the components to produce the final products.
