Well, without more context it's very difficult to be sure, but I'd have thought this was some kind of linear window, for example, used to let light in, maybe high up in a wall or soemthing like that. I see no particular reason to translate 'éclairante' as 'luminous' here, and there's no clear reason to assume it is anything electric either. Could this simply be 'a long, narrow strip that let's light in'? We could help you better with a bit more of the surrounding context. Of course, in this vein, it might well be a steel-framed window...
