This is a description of the technique of "bardage rapporté."
I'm not sure if rapporter means simply "place next to" or something more, like "fuse" or "laminate."

Sorry, that header term would be for "bardage rapporté" rather than for rapporter in your context, where you could translate it as to project the cladding in front of the structure. Be careful though to avoid confusion with projecting in the sense of spraying.

On the other hand, as we would express this somewhat differently in English, you could translate it as "to provide rainscreen cladding" or "to provide a gap between the cladding and the wall".
