This is good. I also like the idea of "strategist" State from Alan Lambert but I don't think it adds much to the idea.

strategic state working hand in hand with the private sector

My two cents.

This sentence means that the state must do some strategic thinking and work with the private sector. Favorable business conditions alone do not suffice. I hope this is clear, English is not my mother tongue.

agree rkillings : Better, a "strategist state" [attributive noun]. It's not that the state itself is "strategic", it's that it's thinking and acting strategically.
