The main elements to be incorporated in Master Plan (for the Development of the Republics Square) Study should be as follows:

Refurbishment and possible extension of the existing underground retail centre. The
Master-Plan Study should consider the possibilities of improving the accessibility and
visibility of the retail centre (for example, by removing part of the structure of the square
over main circulation areas, to create open sunken courtyards or glazed atria; or by
adding new structures at ground level). Pedestrian circulation should be considered
strategically, in relation to existing and future routes and desire lines, in relation to major
buildings, public transport nodes and generators of footfall for future retail occupiers.
