Physical Cultureであれば雑誌名かピカビアの作品だと思いますがそうではないので一般的な意味ではないかと思いました。

いずれにせよ、彼らがphysical cultureというタイプを作る事を欲したから、ピカソはキュビズムにfarewellしたわけですよね。
つまりピカソはphysical cultureには反対の立場だったということですよね。

もう一点気になるのは、一次大戦が始まったときに、年齢が若かった事などで多くのキュビズム作家が参戦していますね。ブラックなどは重傷を負ったと記憶しています。ピカソが目指していたキュビズムは一次大戦によって終わってしまった。

I presume Picasso here is explaining such a movement among the cubists of the time that initiated his departure from such a type of cubism by an allegorical or metaphorical statement, where weaklings is the analogy of cubism artists whose works were considered to be less important and therefore less influential, and who were employing cubism technique in their works in the belief that the technique itself would enhance the importance and influence of their works in the same way as weaklings gain bodily enhancements by a certain type of "physical culture." Like the "overblown" bodies resulting from such a "physical culture," a type of art with overly-emphasized cubism technique was the consequence of this movement by the artists. The resultant type of art had nothing to do with the type of art in which he has his real passion to explore.

So the phrase "physical culture" here should refer to a program or practice aiming at bodily enhancement, or "身体鍛錬" or "筋肉増強法," knowing that the allegory or metaphor in the original English can be translated into Japanese without any issue.
