المــادة(23): حرية التصرف وفقا لمقتضيات امن وسلامة الجمهورية:
في حالة الحرب او الاضطرابات او الازمات الداخلية لا يحد هذا القانون ولوائحه من حرية تصرف السلطات المختصة وفقا لمقتضيات امن وسلامة الجمهورية ، وكذلك الحال بالنسبة لاحكام الاتفاقيات الدولية المصدق عليها او المنضمة اليها الجمهورية والاتفاقيات الثنائية للنقل الجوي المبرمة مع الدول الاجنبية .
