This is the standard term. It obviously refers to a "pértiga aislante", and to avoid any possibility that some not very intelligent person would just use an ordinary stick (or pole), I would include "insulating".

On second thoughts, since it's being used to discharge residual current, it's probably an earthing stick (grounding stick) in the US) or discharge stick. And you could just put stick.
