Yes it's a list of things the operator must do during his/her shift:
Inizio turno. Presa di posto. Abilitazione macchina. Avvio macchina. etc.

No, it's not in a sentence. More context: it's a work plan describing step by step what the operator must do when he starts his shift at the assembly line.
