From a Philip Geyelin editorial in the Washington Post following the US invasion of Grenada (1983):
"There is also a setback to legitimate forces—political leaders, intellectuals, and student movements—which actually do **set some store by** the democratic values and rule of law to which the U.S. government so regularly professes strict adherence" (quoted in Russell Crandall's "Gunboat democracy" 2006).
A second example (from the results of a simple Google search):
the Swiss composer Othmar Schoeck **set some store by** being regarded in ... dodecaphony and deplored Stravinsky's distate for 'expression'. ...

Also, set great store by. Regard as valuable or worthwhile, as in I don't set much store by her judgment, or He sets great store by his good name. The word store here is used in the sense of "something precious," a usage that is obsolete except in these terms.

I would say they "have a certain regard for democratic values" - as Vitaly pointed out, "set some store by" doesn't mean they embrace it wholeheartedly.

Yes, "in limited regard" would work as well :)
Also, set great store by. Regard as valuable or worthwhile, as in I don't set much store by her judgment, or He sets great store by his good name. The word store here is used in the sense of "something precious," a usage that is obsolete except in these terms.
