Source text - English Notice Concerning Transferability Of Credits And Credentials Earned At TCMII
The transferability of credits you earn at TCMII is at the complete discretion of an institution to which you may seek to transfer. If the, credits, degree, or certificate that you earn at TCMII are not accepted at the institution to which you seek to transfer, you may be required to repeat some or all of your coursework at that institution. For this reason you should make certain that your attendance at TCMII will meet your educational goals. This may include contacting an institution to which you may seek to transfer after attending TCMII to determine if your credits, degree, or certificate will transfer.
Tuition Refund Policy
TCM International Institute strives to develop instructional materials and a program that will be completely satisfactory to the students who enroll with us. However, TCM recognizes the occasional necessity for students to withdraw for a variety of valid reasons. TCM acknowledges that a refund policy must be reasonable and equitable for both the student and the Institute. The purpose of the policy is to enable students to make necessary adjustments near the beginning of a course without undue penalty. In the event a student withdraws from a TCM course, the following refund policy will apply.

Source text - English Righteous government is concerned to hold in check violence in society. “Men of blood,” i.e., violent men, “hate one who is sincere,” i.e., one who recoils from a wrong act when it is to his advantage to do wrong. Strict principles earn the hatred of the unscrupulous. The righteous life is a tacit reproach to men of blood, robbers, murderers and the like. “And as for the upright, they seek [the well-being of] his life.” Whereas evil persons hate a sincere man and desire to harm him, the upright appreciate his qualities and wish to do him good (29:10).
Righteous government does not render decisions out of anger. “A fool sends forth all his spirit,” i.e., his anger (cf. 16:32; 25:28). He gives full vent to his temper and fails to exercise any restraint. On the other hand, “a wise person in respect to afterwards stills it.” Another difficult expression. Does he still his own anger, or that of the fool? If the former, a wise person takes thought of the consequences of his action and so restrains his anger. He does not wish to do anything which would lead to more serious trouble. If it is the anger of the fool which is stilled, then the proverb is saying that a wise man knows how to apply soothing remedies to the angry man, and in the end renders him calm and amenable to reason (29:11).
Translation - Russian Праведное правительство стремится обуздать насилие в обществе. «Кровожадные люди», т.е. любящие насилие, «ненавидят непорочного», т.е. того, кто не приемлет злодеяние, даже если оно сулит выгоду. Строгие принципы всегда вызывают ненависть у беспринципных. Жизнь праведника — это молчаливый упрёк всем кровожадным, грабителям, убийцам и им подобным. «Праведные заботятся о [благополучии] его жизни». В то время как нечестивые ненавидят непорочного и жаждут причинить ему вред, праведные ценят его качества и желают ему добра (29:10).
Праведный правитель не станет выносить решений, исходя из своего гнева. «Глупый весь свой гнев изливает» (ср. 16:32; 25:28). Давая волю своему гневу, он и не думает сдерживаться. С другой стороны, «мудрый сдерживает его». Ещё одно трудное для понимания выражение. Что именно он сдерживает: собственный гнев или гнев глупца? В первом случае мудрый человек задумывается о последствиях своих действий и, исходя из этого, сдерживает свой гнев. Он не хочет делать ничего, что может породить ещё большие неприятности.
