In which European countries is a company legally required to provide translated UI and/or manuals to sell a product there? I know France has the Loi Toubon. Do other European countries have such laws, such as Germany or Russia?

The EU has certain language requirements regarding the provision of information to consumers, for instance Regulation (EU) No 1169/2011 of the European Parliament and of the Council. In Portugal, Decree-Law 238/86 and 62/88 specify which information must be delivered in Portuguese.
