1. Le code UIC (FRA) : UIC est un sigle qui veut dire Union internationale des Chemins de Fer.
Dans le cadre de sa mission première d’unification et d’amélioration des conditions d’établissements et d’exploitation des chemins de fer en vue du trafic international, l’UIC élabore des prescriptions communes, des spécifications et des recommandations visant à faciliter le trafic international par chemin de fer.
2. Le système MIL fait partie du "DoD standardization system" (système de standardisation du "Department of Defense"), et est contrôlé par le DSCC.
C'est un système de normalisation de l'Assurance Qualité (méthodes, techniques et documentation), dédié aux applications militaires et spatiales (équipements électroniques…). Créé dans un but militaire, il est largement utilisé aujourd'hui pour des applications spatiales, aussi bien américaines qu'européennes. Une attention particulière doit être toutefois apportée à son emploi, puisqu'il était initialement dédié aux applications militaires, dont les contraintes sont différentes de celles du Spatial.
La norme MIL respecte les conditions ci-après :

1. The UIC code (FRA) : UIC is an acronym that stands for International Union of Railways.
Within the framework of its primary objective to standardize and improve the railways set up and operating conditions , UIC is drafting common requirements, specifications and recommendations to ease international railway traffic.
2. The MIL system is a component of the "Department of Defense Standardization System" and is controlled by the DSCC.
It is a Quality Assurance standardization system (methods, techniques and documentation) for military and space applications (electronic equipment...). Initially designed for military purposes, the system is now largely used for American and European space applications. Therefore, special attention must be paid on its use because it was originally developed for military applications whose constraints differ from those of space applications.

Désignation et Constitution du Comité de Règlement des Différends
Les différends seront soumis à un Comité de Règlement des Différends (CRD) conformément aux dispositions de l’Article 8.2.3 du CCAG. Les Parties nommeront le ou les membres du CRD au plus tard à la date figurant au CCAP.
Conformément aux dispositions du CCAP, le CRD comprendra soit une, soit trois personnes qualifiées (les « membres »ou « les membres du Comité»), qui devront parler couramment la langue de communication définie au Marché et posséder une expérience professionnelle dans le domaine des activités exécutées au titre du Marché et dans l’interprétation des documents du Marché. Si le nombre des personnes constituant le Comité n’est pas défini au CCAP et que les Parties n’en conviennent autrement, le Comité sera constitué de trois personnes dont une exercera les fonctions de président du Comité.
Si les Parties n’ont pas conjointement nommé les membres du Comité dans les 21 jours précédant la date stipulée au CCAP, et si le CRD doit comprendre trois personnes, chacune des Parties désignera un membre du Comité, dont la nomination devra être approuvée par l’autre Partie. Les deux membres ainsi nommés devront en proposer un troisième qui sera nommé conjointement par les Parties et remplira les fonctions de président du Comité.
Toutefois, si le CCAP contient une liste de membres éventuels du Comité, les membres du CRD seront choisis sur cette liste, à l’exception des personnes qui se trouveraient dans l’impossibilité d’accepter leur désignation ou n’y consentiraient pas.
L’accord passé entre les Parties et le ou les membres du CRD incorporera par référence les Conditions Générales du CRD figurant en annexe A au CCAG, modifiées comme convenu entre les Parties et le ou les membres du Comité.
Les conditions de rémunération du ou des membres du Comité ainsi que celle de tout expert que le CRD consultera le cas échéant seront déterminé conjointement par les Parties dans l’accord passé avec le ou les membres du CRD ou, le cas échéant, les experts. Chacune des Parties sera responsable du règlement de la moitié de la rémunération.
Si un membre du Comité refuse de remplir ses fonctions ou ne peut le faire par suite de décès, maladie ou incapacité, ou s’il a donné sa démission, ou s’il a été mis fin à ses fonctions, son remplaçant sera nommé dans les mêmes conditions que celles ayant régi sa propre nomination, telles qu’elles figurent au présent article.
Il peut être mis fin aux fonctions du ou des membres du Comité par accord entre les Parties, et non par décision unilatérale du Maître de l’Ouvrage ou de l’Entrepreneur. A moins qu’il n’en soit convenu autrement entre les Parties, la constitution du Comité (et la nomination de chacun de ses membres) prendra fin lorsque le Certificat de Réception Opérationnelle aura été établi conformément à l’Article 4.9.6 du CCAG.
Translation - English Disputes and Arbitration
Designation and Constitution of the Dispute Settlement Committee
Disputes shall be referred to a Dispute Settlement Committee (DSC) in accordance with the provisions of Article 8.2.3 of the GCC. The Parties shall appoint the member(s) of the DSC no later than the date indicated in the GCC.
Pursuant to the SCC provisions, the DSC shall comprise one or three qualified persons (the "members" of" Committee members") who shall communicate in the language stated in the contract and have adequate professional experience in the activities as well as in the interpretation of the documents related to the Contract. If the number of persons constituting the Committee is not stated in the SCC and if the Parties do not agree otherwise, the Committee shall comprise three persons one of which shall assume the functions of Committee Chairperson.
If the Parties do not jointly appoint the Committee members within 21 days before the date stipulated in the SCC and if the DSC must comprise three persons, each Party shall designate a committee member whose designation must be approved by the other Party. The two designated members shall propose a third member who shall be jointly appointed by the Parties and serve as Chairperson of the Committee.
However, if the SCC contains a list of Committee members, the members of the DSC shall be selected from that list with the exception of persons unable to accept their designation or disagree to do so.
The agreement reached by the Parties and the DSC member(s) shall incorporate by reference the DSC terms and conditions found in Annexe A of the GCC, modified as agreed by the Parties and the Committee member(s).
The terms of payment of the Committee member(s) and any expert that the DSC shall employ when necessary, shall be jointly set by the Parties in the agreement signed with the DSC member(s) or the experts. Each party shall bear half of the remuneration.
If a Committee member refuses to perform his/her duties or is unable to do so due to demise, illness, incapacity, resignation or dismissal, his/her substitute shall be appointed in the same conditions that governed his/her appointment, as stated in this article.
A Committee member may be dismissed upon agreement of the parties and not by a unilateral decision of the Project owner or Contractor. Except otherwise agreed by the Parties, the constitution of the Committee (appointment of each member) shall when the Certificate of Operational Acceptance is issued, in accordance with article 4.9.6 of the GCC.
